KPI baseline
The starting value of every KPI and the process cost, with the calculation shown.
Command: /ef:kpi-baseline · Methodology: Is2Be Process · Phase: Phase 2 · As-Is discovery
When to use it
Section titled “When to use it”At the end of Phase 2, once the As-Is is validated.
It’s working if
Section titled “It’s working if”- Every value says whether it is measured, estimated or declared.
- It segments the data, so an overall average doesn’t hide where the problem is.
- Consistency checks (Little’s law, capacity) flag inconsistencies.
Where it fits
Section titled “Where it fits”- Before: As-Is model
- After: Value and waste analysis

What if I have no system data?
It uses three-point estimates from participants (minimum, typical, maximum) and marks them as estimated. If a KPI can’t be estimated, it says what’s needed to measure it.
Why does it insist on the operational definition?
Because the same KPI has to be measured the same way at the end. Without that, you can’t prove the improvement.
